The Director (Finance & Accounts) Department plays a vital role in ensuring the smooth financial management and administrative operations of the university. Through its eight specialized sections. The department efficiently manages salary, bill, cash & bank operations, tax and Vat, budgeting, pension, provident fund, welfare fund, group insurance, and rent collection activities with transparency, accuracy, and accountability.
Each section works in close coordination to maintain proper financial records, ensure timely payments, support audit and compliance requirements, and provide essential financial services to teachers, physicians & surgeons, resident students, officers, employees, and other stakeholders. Processing and disbursing salaries and allowances for high official executives, teachers, doctors, officers, nurses and employees.
Managing matters related to selection grade, higher grade, and time scale benefits.
Preparing annual salary and allowance statements.
Administering recreation leave and leave-related financial benefits.
Processing honorarium payments for resident students.
Managing scholarship payments for B.Sc. Nursing students.
Processing wages for daily labour employees.
Handling overtime payments for drivers and other eligible staff.
Processing arrear bills and revised pay fixation cases.
Maintaining employee payroll records and salary-related databases.
Coordinating with banks regarding salary transfer and payment activities.
Issuing salary certificates, allowance certificates, and other related financial documents.
Preparing salary expenditure reports for management and audit purposes.

2. Bill Section
Preparing bills for all office expenses, utility charges, procurement, and other operational expenditures.
Processing payment bills for suppliers, contractors, and service providers.
Verifying supporting documents and ensuring compliance with financial procedures.
Maintaining records of all submitted, processed, and approved bills.
Forwarding bills to the treasury and relevant authorities for payment.
Maintaining monthly and yearly bill registers and expenditure statements.
Preparing adjustment and reimbursement bills as on when required.
Assisting internal and external audit teams by providing relevant records and information.

3. Tax & VAT Section:
Managing all income tax & VAT related activities and maintaining the financial transparency, accountably and legal compliance in both public and private organizations as per Govt. rules & regulations.
When Payments are made against- goods, services or works applicable tax &VAT withheld are prescribed raters before financial payment is released.
Deducting and depositing income tax and deducting applicable tax from the salaries of officers and employees.
Deducting tax at source from the bills of contractors, suppliers, and consultants, and preparing tax-related returns, certificates, and reports.
Ensuring compliance with the rules of the National Board of Revenue and responding to tax audits.
Managing, determining, and deducting all financial transactions in accordance with government law when purchasing goods and services.
Deducting VAT from supplier/contractor bills and depositing it into the government treasury, preparing monthly returns, and submitting them on time.
Maintaining and updating VAT registers and other tax documents and coordinating them.
Preparing invoices and ensuring and maintaining them in compliance with tax laws and regulations.
Providing necessary assistance in audits, inspections and investigations ensuring legal compliance to minimize tax& VAT related risks.
4. Cash & Bank Section
Receiving and disbursing cash related to university financial transactions.
Maintaining daily cash books and transaction registers.
Processing cheque issuance and bank payments.
Maintaining records of deposits, withdrawals, and other banking transactions.
Preparing regular bank reconciliation statements.
Processing approved payments for bills, salaries, allowances, and other expenditures.

Opening and maintaining Provident Fund accounts for employees.
